Why was Compulstory Basic Training introduced?

The reason that the government has brought in CBT (Compulsory Basic Training) tests in December 1990 was that it wanted to ensure that, before taking to the roads, people of all ages had at least a basic understanding regarding being in control of two-wheeled machines.
